European Union (EU) - New Members Austria, Finland, and Sweden joined the European Union on January 1, 1995, thereby bringing the total number of EU member states to fifteen. In a referendum the people of Norway, which had also negotiated for admission to the EU, decided against joining the EU and its application for membership has now lapsed. Applications for membership remain pending from Cyprus, the Czech Republic, Malta, Poland and Turkey.
